CPO Challenges in 2026: Delivering Under Constraint
Set against these priorities is a familiar but intensifying set of challenges. Budget constraints lead the list, identified by 53% of CPOs as a top three challenge. This hurdle reinforces why cost savings is now back as the CPO’s top priority; in an environment defined by market uncertainty and tighter financial controls, procurement is being asked to deliver more value, with the same (and sometimes) fewer resources.
At the same time, longstanding operational barriers persist. Misaligned processes and fragmented systems (37%) continue to slow execution, while difficulty engaging stakeholders, budget holders, and executives (29%) limits procurement’s ability to fully influence spend.
Talent constraints (27%) add another layer of pressure for some, as organizations struggle to find and retain the expertise needed to operate in an increasingly complex and digital environment.
These dynamics also help explain a subtle but important shift in how CPOs are framing digital transformation and AI. With nearly 60% of organizations already in flight with AI, these initiatives are no longer viewed purely as future-state priorities, they are active programs, embedded into ongoing operations and increasingly tied to immediate outcomes like savings and efficiency. In a constrained environment, the language of priority gives way to the expectation of performance. AI is no longer a question of “if” or even “when,” it is becoming a question of “how well.”
Procurement’s constraints are real, but so is the shift already underway.
