FDA Urges Drug Manufacturers to Develop Risk Management Plans

SILVER SPRING, Md., May 19, 2022 — One of the greatest public health threats is drug shortages due to supply chain disruption. During the early months of the COVID-19 pandemic, many patients were unable to receive critical medications. Drug production delays overseas and a breakdown of supply chain infrastructure wreaked havoc on the pharmaceutical industry.

While the impacts of the pandemic are beginning to subside, disruptions in the U.S. drug supply continue to occur due to drug quality problems, vulnerabilities in the global supply chain, unanticipated increases in demand, market withdrawals of drugs, or natural disasters.

The U.S. Food and Drug Administration (FDA), in its ongoing efforts to mitigate drug shortages and supply chain risk, issued draft guidance, Risk Management Plans to Mitigate the Potential for Drug Shortages, to aid in the development, maintenance, and implementation of risk management plans outlined in the CARES Act passed by Congress in 2020. The CARES Act requires certain manufacturers to establish risk management plans that identify and evaluate risks to a drug’s supply.

According to the press release, the FDA says, “Today’s draft guidance is an important step in what the nation needs to achieve an increasingly secure and resilient drug supply. For Americans to have access to an uninterrupted supply of safe, effective, and high-quality drugs, all entities involved in the manufacture of a drug should take every step available to reduce risks and threats to the drug supply chain. Risk management plans can serve as a safeguard, helping manufacturers prepare for and respond to hazards that could lead to drug supply disruptions and shortages.”
